OUR MANAGEMENT TEAM
STRATUS' team of highly experienced engineers is led by its three co-founders:
David Boyd, STRATUS Co-Founder and Chief Operating Officer
David is a principal engineer with extensive experience in software development for both commercial and governmental environments, and in the design and implementation of wired and wireless network protocols and architecture. He is an expert in the use of modeling and simulation to study and solve complex networking problems.
David has served as Technical Director of the Professional Services Division at OPNET Technologies, lead engineer for the development of waveform models for the Joint Tactical Radio Systems, the Warfighter Information Network/Tactical, and Future Combat Systems, lead engineer of a team developing a model of the HAIPE? protocol suite, and a variety of other senior technical roles on projects for the Department of Defense, Agencies within the Intelligence Community, and others.
He holds a M.S. in Technical Management from Johns Hopkins University, and a B.S. in Computer Engineering from Clemson University.
Richard Espy, STRATUS Co-Founder and Chief Executive Officer
Richard is a principal engineer with extensive experience in software development, modeling/simulation, system testing and the design and implementation of network systems.
His experience includes lead and senior engineering roles for the Department of Defense, OPNET Technologies, network attack detection and simulation, and information assurance and systems security. Richard has served as Director of Intelligence Programs for OPNET Technologies, a Program Manager for Booz Allen Hamilton, Senior Systems Engineer for Engineering Systems Solutions, Principal Engineer for the Air Force Office of Special Investigations Engineering Support, and a Communications and Intelligence Officer for the U.S Marine Corps.
He holds a M.S. in Information Technology/Information Assurance, a M.S. in Telecommunications, and a B.S. in Information Systems Management from the University of Maryland, and a B.S. in Electrical Engineering from the University of Washington.
Sean O'Keeffe, Co-Founder and Chief Technology Officer
Sean is a principal engineer, and an industry-recognized subject matter expert in U.S. Government and commercial security protocols, implementation standards, evaluation procedures, network infrastructure architectures, and products.
He has worked as an Internet Encryption Portfolio Lead for the NSA/CSS Commercial Solutions Center (NCSC)'s Office of Cryptographic Solutions, as Technical Director for Security & Evaluation at the NSA/NCSC's Office of Network Engineering, as HAIPE Program Manager & Technical Director for the NSA's Office of Networks and Space Products and Technology in the Information Assurance Directorate, in the public sector.
His private sector experience includes Information Assurance, system, and Software engineer leadership roles at ViaSat, Inc., and QUALCOMM, Inc.
He holds a M.S. in Electrical Engineering from the University of California at San Diego, and a B.S. in Physics from Harvey Mudd College.
